A message dated March 28, 2007, was read stating the Governor read                                                              
the following resolution and is transmitting the engrossed and enrolled                                                         
copies to the Lieutenant Governor's office for permanent filing:                                                                
                                                                                                                                
    CS FOR HOUSE JOINT RESOLUTION NO. 8(L&C) am                                                                                 
    Opposing the enactment by the Washington State Legislature of a                                                             
    bill proposing to impose a fee on the processing of shipping

    containers in the State of Washington because of the negative
